Founded by Christian Patouraux, and developed by a core team of senior satellite professionals in 2013, Kacific is backed by a group of investors with experience in global telecommunications and infrastructure. Our first Ka-band high throughput satellite, Kacific1, launched in 2019 to stream high-speed, low-cost, ultra-reliable broadband to rural and suburban areas of the Pacific and South East Asia.

We understand the challenges that most ISPs, telecom operators, enterprises and governments in South East Asia and the Pacific region face in delivering connectivity to rural and extra-urban areas. Some may want to give up on these areas or see them as an unprofitable burden. We see them as a primary target market, because we understand the formidable, untapped opportunity of connecting their economies sustainably and profitably. We want to share that vision with telecommunication operators and governments to let them reap the attractive rewards of social and commercial inclusion of these areas.

In partnership with DICT and Stellarsat, Kacific deployed 17 CommsBox units across all 17 regions of the Philippines, ensuring the government reliable disaster backup to reduce response times and keep provinces connected when networks fail.

Kacific boosted Pacific resilience by keeping 200+ sites online in Vanuatu via Gigstarter after devastating earthquakes, while supporting Vodafone Vanuatu with Fibre Backup to restore voice and data networks. In Tonga, terminals were deployed across key islands, together with a 4.5m Fibre Backup terminal for Tonga Communications Corporation (TCC).

Kacific launched the Telecommunications Infrastructure as a Service (TIaaS) project in Western Papua New Guinea to manage existing towers, upgrade infrastructure and power, improve availability, enable multi-operator access, and introduce green and wind energy for sustainable connectivity in remote communities.

Kacific, with SKY Perfect JSAT, selected Boeing to design and manufacture Kacific1 on the 702-satellite platform, launching a 30-month construction project.

Kacific1’s launch atop a two-stage orbit class SpaceX Falcon 9 was confirmed. It later purchased the launch service.

Kacific secured launch and in-orbit insurance for Kacific1.

The Ku-band service was expanded, with a dedicated teleport in Queensland, Australia, serving eight countries, including Papua New Guinea, Kiribati, Tonga and Solomon Islands.

Kacific signed an initial collaboration agreement with SKY Perfect JSAT, aiming to develop a joint condominium satellite.

Kacific finalised its design and initiated a tendering process for its satellite Kacific1.

The International Telecommunication Union and Kacific agreed to collaborate on the development of satellite communications capacity and emergency communications solutions for the Pacific region.

Executive Board Director

Christian has 26 years of experience in the satellite industry with previously held senior positions in Engineering and Business Development.

He holds a Master’s in Electromechanical Engineering from the University of Brussels, Belgium, a Master in Fluid Dynamics from the Von Karman Institute, Belgium, and an MBA from INSEAD Business School.

CYRIL ANNARELLA

Chief Operations Officer

Cyril has worked in Europe, China and South-East Asia and has over two decades of experience in the wireless, space, venture capital and digital security industries. He holds an MBA with honours from Chicago-Booth, a Masters degree of Aerospace Engineering from the University of Texas and a Masters degree of Aerospace Engineering from ISAE-SUPAERO (France).

JOHN LOKE

Chief Technical Officer

John has more than 25 years of experience managing operations and engineering teams in the satellite industry. He was previously from Measat and was part of the pioneer team that managed Singapore’s first satellite, ST-1. He holds a Degree in Electrical and Electronics from Nanyang Technological University.

Willy Chow

Chief Financial Officer

Willy has over 25 years of experience in the telecom industry and more than 15 years working with Private Equity and Venture Capital investors. His expertise spans finance, M&A, strategy, and business development across Asia, the US, and Europe. He holds a Master of Business Administration (MBA) from Imperial College London.

BRANDON SEIR

Chief Commercial Officer

Brandon is a marketing, sales and strategic planning specialist with 10+ years’ experience in international telecommunications, ISP and digital technology companies. He joined Kacific in 2018, following a successful career at telecom development firm Roshan. Brandon holds an MBA from the University of Liverpool and a BBA from Tashkent State University.

Bob Perpall

Executive Vice President New Satellite Systems

Following a decade as a Senior Satellite Engineer for SES, Bob consulted for leading space and communication technology firms including Hughes, Measat, and Telesat Canada before joining Kacific. He holds a Master of Electrical, Electronics and Communication Engineering from the University of California, and a Bachelor of Science Engineering from Harvey Mudd College.

GUY WALKER

Non-executive Board Director

A highly accomplished director and senior investment management executive with over 20 years’ financial markets experience.

Guy has extensive corporate governance experience having spent over 10 years as a director or company secretary of a range of globally diverse, listed and unlisted companies.

He holds a Bachelor of Commerce and Administration from Victoria University in Wellington, New Zealand. Guy is a member of the Institute of Directors in New Zealand, the New Zealand Institute of Chartered Accountants and the Institute of Chartered Financial Analysts.

VIVIAN QUENET

Non-executive Board Director

A professional with over 32 years of experience in sales, management, and board positions. He specializes in setting up new businesses, particularly in the Space, Satellite, and Telecom industries. With a strong background in satellite communication and Space Launch Services, he has a proven track record in management, business development, and securing multimillion-dollar deals worldwide. As a Singapore Permanent Resident, he has deep knowledge of the Asian market, and he is recognized for his leadership and industry expertise.

Olivier Hamy

Non-executive Board Director

A seasoned professional with over 25 years of experience, including nine years in the telecommunications industry and sixteen years in the commodity sector. He leverages his comprehensive skillset in business development, finance, digital transformation, and operations within the commodity sector. He has thrived in dynamic business landscapes with a proven track record of leading teams and spearheading transformative initiatives.

He holds Master’s degrees in Engineering (Ecole Polytechnique), Finance and Economics (Ecole Nationale des Ponts et Chaussées), and Finance (Sciences Po).

GUILLAUME de SAINT-BON

Senior Vice President – Government Services

Guillaume, a former French Army aviation officer with 15 years of experience, transitioned to International SOS in Singapore in 2007. There, he excelled in building and leading complex multinational operations, managing crises, and driving change in matrix environments. He also designed and implemented businesses strategies across Asia Pacific.
In 2019, he joined Kacific, assuming pivotal roles and collaborating closely with defense and government services.
He’s been a resident of Singapore for two decades and holds degrees from prestigious institutions like Ecole Spéciale Militaire de Saint-Cyr, INSEAD, and Harvard University.

SKY Perfect JSAT is Asia’s largest satellite communication company. Its JCSAT-18 satellite will share the Boeing-702MP platform with Kacific1 under a condosat arrangement: two separate payloads on a single bus, with JSAT and Kacific sharing the launch costs.
